Specialized Services to Schools

The Center for Urban Affairs and Community Services provides specialized educational accountability services to the state, local public school systems and non-public schools in North Carolina. The majority of this work is done through the Technical Outreach for Public Schools (TOPS) contract with the North Carolina Department of Public Instruction.
